On 7/9/2017 at approximately 4pm officers from the North Smithfield Police Department were called to the Wal-Mart parking lot for a report of people in a parked car using heroin. Officers located the vehicle and met with the two occupants later identified as Elizabeth Bell age 31 of 80 Main Street Lincoln, RI and Thomas Davis age 53 of 16 Farnum Pike Smithfield, RI.
It was discovered that Bell had an active warrant out of Providence Superior Court for a felony drug possession. When she was asked to exit the vehicle to be taken into custody she took a hand full of needles and placed them on the dashboard of the car as she exited the vehicle officer noticed two small glassine bags of white chalky substance later identified as crack cocaine. Officers took Bell into custody and asked the male driver, Thomas Davis, to exit the vehicle so a search of the immediate area could be made. When searching the car officers seized a loaded .22 caliber revolver from the driver’s side backseat, Davis was taken into custody without incident.
On 7/10/2017 both Bell and Davis were arraigned in 3rd District Court. Davis was charged with Felony possession of Firearm without a license and was held on $5000.00 Surety bail and given Superior Court pre-arraignment conference date of 10-10-2017. Bell was charged with felony possession of a controlled substance (crack cocaine) and held without bail for violating her bail that was set on a prior felony drug possession out of Providence. Bell will be presented as a violator of her bail on 7/24/2017 and she also has a pre-arraignment date in Superior Court on 10-10-2017.
