ATTENTION SEWER USERS: The Sewer Department asks that you do NOT flush wipesdown the drain. These include baby wipes and sanitizing/cleaning wipes, very popular with today’s fight on germs. The U.S. Small Business Administration's Paycheck Protection Program (PPP) is reopening to new applicants and offering more flexibility within the program. It is also offering a second round of funding for qualifying recipients.
In 2020, the PPP helped nearly 18,000 Rhode Island businesses secure more than $1.8 billion in funding, and we hope these new resources will help Rhode Island's small businesses in need of assistance.
Here are a few updates and opportunities we want to make sure you are aware of:
• Reopening for new applicants. If you have not yet received PPP you will be able to apply. "First draw" PPP forgivable loans will be available for 2.5x your monthly payroll. We invite you to learn about eligibility requirements here. To learn more about the application process and how to apply, please contact your bank.
• Those who have already received PPP may be eligible for a second round of funding. Qualifying businesses that experienced at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020 may apply for a "second draw" forgivable loan for 2.5x your monthly payroll (or 3.5x your monthly payroll for accommodation and food service businesses). Contact your original PPP lender to learn how to apply. More information on this can be found here.
• Starting Tuesday, January 19. The SBA application portal recently opened for certain smaller lenders, including community banks and credit unions, and will open to all participating lenders on Tuesday, January 19. For more information, click here.
• Lender list available. R.I. Commerce has reached out to lenders to determine which are open to new R.I. applicants. Please consult this growing list of lenders that are receiving inquiries from new applicants.
• Other updates for existing PPP recipients. The recent federal stimulus legislation includes several important updates for existing PPP recipients, including increased forgiveness flexibilityand updated tax treatment.

NOTICE TO VOTERS
STATEWIDE SPECIAL REFERENDA ELECTION
TUESDAY, MARCH 2, 2021
Seven statewide referenda questions were certified for the Special Referenda Election on March 2, 2021.
The bond issues total $400 million for projects ranging from higher education, state beaches, recreational
facilities, transportation, early childhood care, and industrial infrastructure.
Voters will have three options to cast their ballot: by mail, early in-person (up to 20 days before the
Election), or at the polls on Election Day. The number and locations of polling places will be
determined by the State Board of Elections. The Secretary of State’s Office will once again send all
active voters a mail ballot application. Below is a list of key dates for the March 2nd Statewide
Special Election.
Sunday, January 31, 2021 - Deadline to register to vote.
Register to vote by mail, on the Secretary of State’s website at https://vote.sos.ri.gov/, or at the
North Smithfield Police Department at 575 Smithfield Road on Sunday, January 31, 2021 from 1:00p.m. to 4:00p.m.
Tuesday, February 9, 2021 - Deadline to apply for a mail ballot. (Mail ballot applications will be mailed out by the Secretary of States office next week)
Wednesday, February 10, 2021 – Early in-person voting period begins.
Monday, March 1, 2021 – Early in-person voting period ends at 4:00pm.

RECYCLING CENTER WINTER HOURS
Recycling Center drop off hours are:
Starting January 2, 2021 Recycling Center drop off hours are Saturdays from 9 AM to 1 PM, until April 1, 2021. Residents will not be able to drop off outside those regular hours. Residents are welcome to bring yard waste or accepted recyclables. The town offers free drop off for ridged plastic and scrap metal items as well as used motor oil. Please do not leave items outside the gate after business hours, we will take notice!

DOG LICENSES
All dogs within the town must be licensed by April 30, 2021 to avoid a late fee. The cost is $6.00 per dog and proof of rabies immunization is required.
Due to COVID-19, for your convenience and safety, we have obtained a new online dog license program. We encourage you to use this online program.

If you are unable to access this program, we strongly suggest that you mail us a new or updated rabies certificate along with a check for $6.00. In return, our office will send your original rabies certificate back to you with your license to the mailing address provided.

The Food Pantry is for North Smithfield residents.
You must have a photo ID and a bill that confirms your North Smithfield address.
The Pantry is located at the Slatersville Congregational Church UCC on the Common.
Due to the pandemic, the food is distributed through a drive through at the church. Please stay in your car and line up on Green Street and you will be welcomed and instructed.
