March 21, 2020

Good afternoon,

Please see the attached Executive Order that I am issuing today.

This supplement to the Order issued on March 15, 2020 extends the State of Emergency in North Smithfield to April 5th which parallels the timeline for the current distance learning initiatives. Essentially its issue will result in our obligation to comply with national and state orders. It reduces the size of any allowed gathering to ten, changes the rules for restaurants as it relates to sale of alcoholic beverages and details our efforts to continue municipal services while taking measures to protect the public and our personnel from spread of the virus.

In the multiple conference calls that I have participated in late this week with state leadership, it has been voiced over and over again how important these next few days could be to flatten the data curve related to this virus. We need every adult and child to optimize compliance with social distancing parameters, and especially on the weekend, we need everyone to simply stay home whenever possible.

A state of emergency is now in effect in Georgia following a violent holiday weekend. Governor Brian Kemp is also authorizing the activation of up to one-thousand troops with the Georgia National Guard. The move comes after the violence included the death of an eight-year-old girl on Saturday near the spot where Rayshard Brooks was shot and killed by Atlanta police.        The California Capitol is closing after several state officials tested positive for coronavirus. The building was shut down Monday after Assemblywoman Autumn Burke and four others tested positive for COVID-19. The virus was likely spread when staffers and legislators met to pass the state budget recently.        Workers removing a Confederate monument have discovered a time capsule in Raleigh, North Carolina. It was buried 126 years ago under the Confederate Soldiers Monument at the North Carolina State Memorial. Inside, a stone from Gettysburg was found, along with a pair of buttons and a strand of what's believed to be hair from Robert E. Lee's horse.        Lucky Brand has filed for Chapter 11 bankruptcy due to the economic fallout of the pandemic. The brand has over 200 stores across the country and will be closing 13 of them. The company has been in business for 30 years.        Pop star Lizzo is taking to her Instagram to address one man who kicked her and her friends out of a rental three days early. She claims the man mocked the way she danced. She wanted to let him know he can't stop her from shining and went on to thank him saying her house is better anyways.
