PUBLIC INFORMATION PRESENTATION PLANNED FOR

ROUTE 146 TAX INCREMENT FINANCING STUDY

 

A public information session has been scheduled regarding establishing a Tax Increment Financing District for the Route 146 project area. The information session will be held on Monday, March 31 at 6:45 P.M. in the Town Council Chambers.

 

The Town has been planning for the redevelopment of the Route 146 corridor spanning from the Dowling Village area, southeasterly to the Lincoln town line. A key element of the redevelopment plan is the extension of sewer and water infrastructure in the corridor. Tax Increment Financing potentially offers a creative approach to funding a portion of the costs to extend utilities in the project area.

 

The Town has contracted with Camoin Associates to conduct a feasibility study on the use of Tax Increment Financing (TIF). Camoin Associates is a national economic development consulting firm that has extensive experience in New England in undertaking TIF feasibility and execution studies. The purpose of the public information session is for Camoin Associates to provide information regarding tax increment financing as a tool to fund public investment in economic development, including the cost to fund infrastructure investment.

 

The purpose of the information session is only to inform the public about tax increment financing. Depending on the result of this feasibility study phase, the Town may advance to a second study phase, which would entail the development of a process to plan and execute a tax increment financing district. If the Town moves to the planning and execution stage of the TIF initiative, additional public sessions will be required including Town Council approval.

If you are paying your real estate, sewer, or water bills through your bank using Bill Pay, DO NOT send the payment to the lockbox Boston address that is listed on your bill. This will significantly delay your payment because the lockbox will reject the payment and forward it to our office because no payment stub is included.

 

Instead, you will need to create a new vender account using 83 Greene Street, North Smithfield, RI 02896 address. Please allow at least 10 business days for the bank to process your payment. We do not accept EFT and they will need to issue a paper check and mail it to us.

Our affiliate obtained official status in December, 1995 in the West Bay area, and we expanded into the northern Rhode Island area in 2000. During that time, we have provided homes for 17 families, entirely through volunteer efforts. Communities served by our affiliate are Burrillville, Coventry, Cranston, Cumberland, East Greenwich, Foster, Glocester, Johnston, Lincoln, North Scituate, Smithfield, Warwick, West Greenwich, West Warwick and Woonsocket.

Live Streaming Open Meetings

LIVESTREAMING OPEN MEETINGS

A. Livestreaming for Town Council, Halliwell Multi-Generational Building Committee, Zoning Board and Planning Board: The Town will provide livestreaming for the open meetings of the Town Council, Halliwell Multi-Generational Building Committee, Zoning Board of Review, and Planning Board whenever feasible via YouTube, Zoom, or some other technology. If technical difficulties occur during the livestream of an open meeting, the open meeting will continue to proceed as scheduled without livestreaming. (Livestreaming increases public access to public meetings in addition to the right of the public to attend open meetings in person.)

B. Public must be physically present to participate. Members of the public, applicants, petitioners, expert s, etc. who want to participate in an open meeting in any fashion must be physically present at the meeting. Members of the public, applicants, petitioners, experts, etc. will not be allowed to participate in an open meeting remotely by offering comment, testimony, or other remarks. through virtual means.

C. No other Board, Commission, or Committee will be livestreamed: Except as specified above, the Town will not provide livestreaming for any other Board, Commission or Committee.

D. Technical Difficulties: If technical difficulties occur during any livestream, the open meeting will continue to proceed as scheduled.

The Atlantic's editor-in-chief is doubling down on claims he was accidentally texted plans about airstrikes on Houthi targets. Jeffrey Goldberg says he learned about the plans in a group chat that included Defense Secretary Pete Hegseth discussing sensitive information. Goldberg says Hegseth discussed the specific time of a future attack -- and human targets meant to be killed.        Whether or not the Trump administration can continue to deporting immigrants with the Alien Enemies Act will be decided by an appeals court. The White House has maintained it can use the 18th-century wartime law to deport alleged Venezuelan gang members. A federal judge blocked the effort, claiming the immigrants are entitled to individual hearings to determine if they are indeed gang members.        The head of the U.S. Postal Service has announced he's stepping down. Postmaster General Louis DeJoy, who was appointed to lead the independent government agency in 2020, put in his resignation Monday. Deputy Postmaster General Doug Tulino will be in charge until a successor can be named.        Wildfires continue to burn in Western North Carolina. The fires, known collectively as the Black Cove Complex, were zero percent contained as of Monday night. Firefighting efforts are hampered by leftover damage from Hurricane Helene last September, with debris remaining in forests and some roads.        Costa Rican officials have released an apparent cause of death in the passing of former Yankees outfielder Brett Gardner's teenage son. The 14-year-old was on a family vacation at a Costa Rican Pacific coast resort, when his body was found in his room on Friday. Officials say they believe Miller Gardner died in his sleep after a reaction to something he ate. The reaction caused him to asphyxiate, meaning it stopped him from breathing.        Kansas City Chiefs wide receiver Xavier Worthy is suing his ex-fiancé. The 21-year-old Worthy alleges she assaulted him, tried to extort him, and destroyed more than 150-thousand dollars in cash and property. Worthy is seeking between 250-thousand and one million dollars for damages. Worthy was arrested earlier this month in Texas for domestic assault, but no charges were filed in the case.
