PUBLIC INFORMATION PRESENTATION PLANNED FOR

ROUTE 146 TAX INCREMENT FINANCING STUDY

 

A public information session has been scheduled regarding establishing a Tax Increment Financing District for the Route 146 project area. The information session will be held on Monday, March 31 at 6:45 P.M. in the Town Council Chambers.

 

The Town has been planning for the redevelopment of the Route 146 corridor spanning from the Dowling Village area, southeasterly to the Lincoln town line. A key element of the redevelopment plan is the extension of sewer and water infrastructure in the corridor. Tax Increment Financing potentially offers a creative approach to funding a portion of the costs to extend utilities in the project area.

 

The Town has contracted with Camoin Associates to conduct a feasibility study on the use of Tax Increment Financing (TIF). Camoin Associates is a national economic development consulting firm that has extensive experience in New England in undertaking TIF feasibility and execution studies. The purpose of the public information session is for Camoin Associates to provide information regarding tax increment financing as a tool to fund public investment in economic development, including the cost to fund infrastructure investment.

 

The purpose of the information session is only to inform the public about tax increment financing. Depending on the result of this feasibility study phase, the Town may advance to a second study phase, which would entail the development of a process to plan and execute a tax increment financing district. If the Town moves to the planning and execution stage of the TIF initiative, additional public sessions will be required including Town Council approval.

2024 Statistical Revaluation Notice

 

As you may be aware, the Town has just completed a Statistical Revaluation. The new property values were mailed out March 21st, 2025, by our revaluation company, Catalis. Your new assessment is based on 2023/2024 market value. Please do not multiply your new assessment by the current tax rate. The 2025 tax rate has not been set yet.

 

If you feel you need an Informal Hearing, please contact Catalis at 401-737-0300 between the hours of 9:00am to 4:00pm by April 3rd, 2025, to schedule an appointment. You can also schedule an appointment online at www.catalisgov.com.nereval.

If you are paying your real estate, sewer, or water bills through your bank using Bill Pay, DO NOT send the payment to the lockbox Boston address that is listed on your bill. This will significantly delay your payment because the lockbox will reject the payment and forward it to our office because no payment stub is included.

Our affiliate obtained official status in December, 1995 in the West Bay area, and we expanded into the northern Rhode Island area in 2000. During that time, we have provided homes for 17 families, entirely through volunteer efforts. Live Streaming Open Meetings

LIVESTREAMING OPEN MEETINGS

A. Livestreaming for Town Council, Halliwell Multi-Generational Building Committee, Zoning Board and Planning Board: The Town will provide livestreaming for the open meetings of the Town Council, Halliwell Multi-Generational Building Committee, Zoning Board of Review, and Planning Board whenever feasible via YouTube, Zoom, or some other technology. If technical difficulties occur during the livestream of an open meeting, the open meeting will continue to proceed as scheduled without livestreaming. (Livestreaming increases public access to public meetings in addition to the right of the public to attend open meetings in person.)

B. Public must be physically present to participate. Members of the public, applicants, petitioners, expert s, etc. who want to participate in an open meeting in any fashion must be physically present at the meeting. Members of the public, applicants, petitioners, experts, etc. will not be allowed to participate in an open meeting remotely by offering comment, testimony, or other remarks. through virtual means.

C. No other Board, Commission, or Committee will be livestreamed: Except as specified above, the Town will not provide livestreaming for any other Board, Commission or Committee.

D. Technical Difficulties: If technical difficulties occur during any livestream, the open meeting will continue to proceed as scheduled.

Republican Randy Fine is being projected as the winner in Florida's 6th Congressional District. He defeated Democrat Josh Weil in the special House election for the seat vacated by former representative Michael Waltz. The win builds on the Republican's slim majority in the U.S. House.        Cory Booker has broken the record for the longest Senate speech ever, now going over 25 hours and counting. The New Jersey Democrat started his marathon speech at seven o'clock Eastern time last night in protest of the Trump Administration. Booker is protesting President Trump's tariffs, steps Trump is taking to dismantle the Department of Education, and other polices, saying the nation is in crisis.        President Trump is calling Wednesday America's "Liberation Day," and will hold an event in the Rose Garden to celebrate. That's when new tariffs are expected to take effect against Canada, Mexico, China and the European Union. The White House said the event dubbed "Make America Wealthy Again" will take place at 4 p.m. Eastern time. Trump is expecting five-trillion dollars in U.S. investments after his tariffs take effect.        The Justice Department will seek the death penalty for accused UnitedHealthcare CEO killer Luigi Mangione. Attorney General Pam Bondi said Tuesday that she has ordered federal prosecutors to seek the death penalty. Mangione allegedly shot and killed UnitedHealthcare CEO Brian Thompson on a New York City sidewalk in December. Bondi called the killing a "premeditated, cold-blooded assassination that shocked America."        Actor Dave Coulier says he's cancer free after being diagnosed last winter. Coulier was diagnosed with Stage-Three non-Hodgkin lymphoma in November of 2024. Actress Candace Cameron Bure, who was a co-star with Coulier on the sitcom "Full House," posted on social media with him and his wife Melissa that he was cancer free.        The fate of the so-called "Tush Push" play will be decided by NFL owners at a later date. Multiple reports say team owners decided to table talk about the play made famous by the Philadelphia Eagles until May. A proposal about changes to playoff seeding was also shelved for now.
