Message from Cardi Construction Industries: As part of our bridge preservation for Bridge Group 13A, we are replacing a large section of metal culvert that has severely corroded beneath Pound Hill Road. We are planning a 5 day closure to divert the stream, remove the old section and replace the new section of culvert. Please see the attached Detour Notice for the Pound Hill Rd Culvert. We anticipate starting to mobilize on Wednesday, September 4th to ready the pumps and the work area & install and cover the detour signs. The detour will be activated on Monday, September 9th and will remain until the end of shift on Friday, September 13th. Attached is the notice from the contractor which highlights the detour route. We also will release a communications notification out to the public shortly.

The Town of North Smithfield uses Emergency Communications Network, LLC (ECN) to provide the Town with automated emergency and community outreach messages with the help of the Rhode Island Emergency Management Agency. The system, known as CodeRed, has enhanced options including advanced mapping capabilities and the ability to provide messages to specific neighborhoods or streets. This is clearly a very effective and efficient tool with which to communicate emergency and advisory information to our residents and businesses.
Any automated phone system is only as good as its database. CodeRed has provided the Town with a database of North Smithfield-based telephone numbers culled from public databases; however, with the growing trend of cellular phones replacing land lines as primary telephone connections, the Town encourages you to take a minute and register for the CodeRed System (see below for instructions on how to register). Cellular phone numbers and e-mail addresses registered with other systems will not transfer automatically to this system.
The system, which has been in place for more than three years, has been used infrequently as needed. If you have never received a call, check to ensure all your telephones (landlines and cell phones) are on the system. If you are a business with multi-line telephones, only one line may be part of our number system. It will not ring extensions in a multi-line system. The system is not for non-emergency messages.
How to Register for CodeRed:
- Visit the CodeRed Information page on the Town’s website by clicking the CodeRed icon at the bottom of the home page or by clicking here (https://www.nsmithfieldri.org/ema-homeland-security/pages/codered-information)
- Click to enroll (you will be redirected to the ECN CodeRed website)
- Follow the instructions to create an account. It’s that simple!
(You can also change, update or add additional numbers and email addresses by following the same instructions.)
